Tolbert Ratliff

Tolbert Douglas "Tolby" Ratliff, age 51, passed away Sunday, Dec. 25, 2016 at the Pikeville Medical Center. Tobby was born on March 23, 1965 to his parents the late Elster Ratliff and Elmo Spears Ratliff. Tobby was the husband of Carmella Varney Ratliff, a retired deputy sheriff, and a believer of the Christian Faith. Along with his parents, Tobby was preceded in death by two brothers, Elster P. Ratliff and Beull Stanley Ratliff. Along with his wife, Tobby is survived by one daughter, Courtney Dawn Justice, three sons, Edward Ratliff, Alex Ratliff, Kenny Andrew Casey, two brothers, Carl Bryant Ratliff, Thomas Ratliff, four sisters, Judith Ann Mazur, Bonita Reynolds, Shirley Townsend, Jeannene Boone, three grandchildren, a host of loving aunts, uncles, family, and friends. Visitation will be Thursday at 6p.m. at the Lucas & Son Funeral Home. The funeral will be Friday Dec. 30, 2016 at 1p.m. at the Lucas & Son Funeral Home. Burial will follow in the Ratliff Cemetery.
